Be aware a disaster like this could be coming to any of our areas just as easily. What if 9/11 had been a "dirty bomb" and they had made 2 million people leave pets on the bridges as they walked out of NYC? Read on --

This morning, I started my day by talking with Goldie's mom. It was one of the most difficult phone conversations I have had in my life. But, being on the phone was nothing compared to the horror she and her family are living.

Her son, David, had been Goldie's "dad". David loved Goldie, and two other dogs that lived with Goldie, whose real name turned out to be Tiny. Tiny is a Pomeranian/Chihuahua mix who came to live at my house in the wake of Hurricane Katrina. Of the hundreds of animals we have rescued, his is also the first story that I know in it's entirety, thanks to the time spent talking to David's mom on the phone this morning. David, I am sure, would have told me the story, but he is no longer alive to tell his or Tiny's tale. I feel comfortable in "knowing" this, because after hearing his story, I feel bonded to him, and I feel like I know him. Our lives are connected through the life of a little dog that we both love. . .

David lived in St. Bernard Parish, a neighborhood in New Orleans that was hit very hard when the levy broke during the storm. He shared his home with his daughters and his three dogs. The dogs were spoiled and even slept in bed with him at night.

When the levy broke, he and the daughters were home. They survived by climbing the stairs in their home, going to the second floor, and ultimately, into the attic. As water engulfed the interior of their home, they raced to save each other and the dogs.

Trapped in the attic, their only route to safety was to dig a hole in the roof of the home from the inside. They lived on top of the house with the three dogs for days awaiting rescue.

Eventually, a small boat came by. With it came good news, a larger boat was coming to the levy wall to pick people up and take them to safety. So the family and the dogs boarded the boat and headed for the levy. They lived on the levy with several other people and some other pets for days with no food or shelter. They watched helplessly as some of the other humans and pets died in the heat. Eventually, a boat did come, but the news was not good. Tiny and the other pets were not allowed.

In desperation, David took a small row boat into St. Bernard Parish and found an apartment building where he could leave the dogs. The third floor apartment had nearly three feet of water in it. By piling furniture and mattresses in the living room, he created a dry island the dogs could survive on. He left them with food and water; then he and his daughters evacuated to safety.

Tiny and his canine friends were rescued 10 days later and taken to Tylertown, Mississippi. Tiny eventually found his way to my home in Minnesota.

But, life for David was not as happy. He and his family searched night and day to locate his lost pets. Struggling with the loss of his home and property, and unable to locate his beloved dogs, he hanged himself from an oak tree at his mother's house. His mom swears that had David been allowed to evacuate with his dogs, he would be alive today. Following his death, his mother continued the search for the missing dogs. With the help of Best Friends Animal Society, we were connected to Tiny and David's mom and the story is complete.

I thanked David's mom for sharing his story. I asked her to give Tiny a big hug and kiss for me. I hung up the phone. . . and I cried, not just for David and Tiny, but for all the families and all of the pets that were put through unnecessary hell due to crazy FEMA and Red Cross policies. Hurricane Katrina was a natural disaster - but the real devastation inflicted on these families came about because of human choices. If we are to call ourselves a civilized nation, we must swear to never do anything like this again.

SNOW DOGS!!!!

On a more positive note I just realized that many Katrina Dogs are just now seeing snow for the first time ever. What a ball they must be having. I think my dogs like winter more than any other season cause of the snow they get to play in. So I am looking for pictures of Katrina Dogs and Cats having fun in the snow. Here is my dog Quincy in the Snow.


He passed away over the summer but he loved the snow more than anything. He would put his shoulder on the ground and plow through the snow for 100 yards at a time. He was well versed in giving himself snow massages which results in perfect dog snow angel designs. Quincy lived at a ski resort and got to do things like follow me up the chairlift then chase me down the hill. You ever see a dog run as fast as they can down a steep hill? After a few hundred yards the back usually goes over the front end and they roll down the hill about a hundred more yards.



This is Quincy and Brooke when the heat went out at my house for a week last year. They would not move from those blankets for 12-14 hours at a time for fear that they could not get themselves all wrapped back up in them. It was cold.

Eric, I have been looking for my sweet, beautiful cat Midnight since the hurricane struck. We were able to punch our way into the attic, he and I, and he was there with me throughout the night and day. Rescuers took me from my attic through the roof--a hole they punched--on August 30. He was alive then, and I have not seen him since that day, although the rescuers promised to go back and get him. I've posted on forums, searched the local shelters, gone back to my house several times, but no Midnight. He is five, altered, male and is not declawed. He likes to roll over onto his back for a tummy rub and rubs his mouth against your hand because it feels good to him. I've managed to recover five of my cats through various personal efforts and help from friends. The cats were still in the attic. The rumor has been that Midnight was taken from the roof in early September by a rescue group in a boat. This was what a National Guardsman and my neighbor told me on separate occasions, but I cannot find him or where he has gone. Is there anything you can do to help? Thanks so much.

I have been working with the sister of a man from St Bernard Parrish who was separated from his black female Great Dane. He had to leave her outside of Mutt's Restaurant on St Bernard Highway in Violet, St Bernard Parish. It was on Thursday morning after the flood when they swam from his house to St Bernard highway. Then they walked about 3 miles and stopped to rest outside Mutt's, that's when the police on the deuce and a half rescued him and wouldn't let anyone take their pets with them.



Cleo is black with white chest, graying muzzle with white on tips of toes, her usual weight is around 130 pounds. She has a little bump, about the size of a quarter by ribs, he thinks it was the left side. She had a 1" brown leather collar on, no tags - they were accidentally ripped off being pulled out of the surge. She is intact (not spayed) and ears are natural not cropped.



The picture attached is the only one they could salvage of Cleo. The little boy is about 5 so the picture is about 5 years old. This man suffered great personal loss (he lost his wife and he has a 10 year old son) it would mean a lot to him and his son if we could bring Cleo home.



We have checked hundreds of websites and contacted organizations and individuals by phone. The family has posted flyers in the parish. Please post her photo, Thanks you

Eric - I got your email address from someone helping me find my dog, Sugar, that was lost during Hurricane Katrina. We were forced to him behind when the water started coming up so fast (he ran and hid, and we couldn't go back to look for him). I've been looking for him through Petfinders and PetHarbor and several of the smaller sites, but have had no luck. The person helping me said you may be able to help out in finding out where he is. I'm assuming that he was rescued and is in the rescue system. I know he survived the water because he wasn't there when we went back to the house the first day they let us back into St. Bernard Parish after Hurricane Rita. And there were signs on my mattress that he'd been there a while too, but how long I don't know. The paint markings that were on my window were the big X, with 9-15 in the upper quadrant; L 1 in the left quadrant; and a 0 in the bottom quadrant. Not quite sure what they mean but maybe they'll mean something to you.

I have attached 2 pictures of him to help in identifying him. The picture titled sugar.jpg is about 2 years old but he looks pretty much the same (minus the red and green fur (food coloring) that was a Christmas prank just before grooming). The second one named sugar2.jpg was taken the day before the storm while we were documenting our belongings. Anyway, here's some specific information on Sugar:

Poodle/Mix (possibly maltese but not sure)
Last seen at: 2320 Volpe Drive, Chalmette, LA (St. Bernard Parish) 70043 (2 blocks from Chalmette High School)
Not wearing tags when lost/no microchip
Male - Neutered
White - Hair overgrown
12+ years
14 lbs before storm hit
Special Markings: Fatty tumor on chest between front legs; brown spots on base of tail; several small cysts on his body
Nature: very timid and shy; shivers when he's scared; likes to bark once he's comfortable; not aggressive. Was house broken, but had started having accidents in house as he has aged. He likes to curl up beside you while you are sitting, and if you let him on bed with you, he curls up in small of back or behind knees.

I would appreciate any help you can give me in finding Sugar. Leaving him behind was the hardest thing I've ever had to do in my life and I'd really like to have him back.

Please read below. My name is Kimberly Hebert. I am Princess's mom. It is beginning to look like I will never see my little girl Princess again. She was last seen by Best Friends on 09/08/05 at an appartment on 2525 Mumphrey Rd.at the intersection of Mumphrey Rd. and East Judge Perez in Chalmette in St Bernard Parish. One of the rescuers was trying to catch her and she kept running from them. the rescuer got Annie and Foxie. I have been searching everyday since September. My sweet Princess is still missing. I know soon that all pets will be put up for adoption. I am sending a current picture of her at the appartment with the strange hair cut. She is on the balcony on the second floor. The picture of her all pretty with the bow in her hair is not the way she looks now. Out of luck, I got her at the appartment on the balcony with help from Diana Moxon. Please use that picture instead of the pretty one. It may help to find her. I typed her description below.

My name is Christine Robinson, I am a veterinary technician from Canada that has been down to New Orleans twice for search and rescue and medical treatment work for the Katrina dogs and cats. I want to say thank you to you and your teams for all you have done and for letting me be a part of it. I am contacting you to let you know that I am giving a presentation at the Ontario Association of Veterinary Technicians annual conference in February to a group of hundreds of technicians. Apart from getting the word out that for any future disasters they can help and letting them know how, I want to be prepared if there is an ongoing need by then for more help. I know it is a while away but if there is still a need for volunteers it would be a great way to get the word out, just let me know what you need and how to get them involved! I wish the conference was now but I have put the word out on the OAVT website. Keep it in mind and let me know.

I want to share this story with you all. On my first trip to NO I brought several dogs back to our local shelter and kept one with my family to foster. We have had her for two months and she is a terrific little dog. We would be happy to keep her but I have been trying to find her owner while she stays with us in case they are looking for her. I have posted my little dog everywhere I could think of to no avail. Then, I heard of a site called “snowballs chance” and I put her info on there. Within 10 minutes I had a reply with the name and address of the person who lived where the dog was found and where she had been evacuated to. I can’t believe I spent months trying to find info and was unaware there is a database with addresses and names and phone numbers and contact info!!! Are the animals that are from known addresses being tracked to owners in this way at all by other people? Many of the owners have no access to a computer or information about their pets.

Anyhow, back to my little dog’s owner. I tried to contact her at the Southern Baptist Assembly in Arizona where she had gone to after the storm and spoke to the gentleman there and he said she had left in mid-September. I was so disappointed. Then, as I was about the hang up, he asked me to wait a minute because some people had sent thank you cards to them, maybe she was one of them. After a very brief wait he came back on and told me he had a card from her and her name and address and phone number was on the back of it! I called her this morning in Pasedena, California and we both cried! She couldn’t believe her little dog was alive! She has lost everything and is living in an apartment with her daughter and son-in-law temporarily. She is trying to find her own place but until then she can’t have her dog. I told her we would be happy to keep her if she can’t have her but if she wants her back and can get accommodations where she can have her, we’ll make sure she gets delivered to her doorstep! I hope it works out, even though we’ll be sad to see her go. I’ll keep y’all posted! I really believe it is nearly impossible for a lot of people to have access to the resources to even begin to try to find their pet

This goes right along with this story. Both Winn Dixie (before Rich) and Muttshack had a horrible attitude about reunification. If Amanda disputes this she can respond right here on this blog, and produce the paperwork, how did they select shelters or are all the animals part of some big and weird scientology expiriment- They need to account for these animals!

I have a dear friend htat volunteered for a cople of weeks with Muttshack in New Orleans. She said they put inordinate presure on people ot relinquish ownership. And, now that she's been back on the west coast, working onreunification, that Muttshack refuses anyone access to the records.Indeed, Amanda St. John's latest message to my dear friend was:
"Just had a lovely telephone conversation with Amanda St. John, head of Muttshack, about efforts at reunification. How did the conversation go? She ended up calling me personally, "The f**ng scum of the earth." Obviously she is still refusing to release records."

Isn't Amanda a lovely person?

She came running across the street at the sound of Steve's voice. They are so happy to be reunited. Vallie also had her tag on which I am sure others have seen and could not get the dog to come to them.> > Unfortunately, Goldie (tan dog) passed away in the storm. Steve will miss her so much. just like any other stereotyping. Dumb but people do it. Really a shame that only the rescuers got to see what it was really like. When I started talking to people in STB on my last trip when they were back cleaning up, I was astonished at the stories. I met two entire communities that ended up on rooftops for 5+ days with pets (hundreds of pets per community) Then they got rescued 5-8 days later but guess who they were told they could not bring. Marilyn and I trapped 1 famlies 3 dogs from the woods right behind the house...that was good feeling, but it must be thousands that either died of now are still in the woods. Eric

For the record, I did not make the comment about Amanda at Muttshack.. I met her and thought she had every intention of tracking. I liked her. She seemed very, very much on the up and up. She told me she sent 3 people to intake training at Noahs Wish. Didn't she beg for cameras when hers broke? Maybe some disconnect going on here. I hope she replies soon and set the record straight. Actually, that was possecop (Sharon). I sent her $200 to get a new camera with the understanding that they would be able to resume photographing animals for posting on petfinder. And because I am interested in photography, I asked her to let me know what camera they ended up getting.

After the initial "thank you", I never heard back from her. $200 is a lot of money for someone like me who is still trying to pay of debts. I wish I knew more about what they were really doing.

I called Amanda St. John, director of Muttshack, today to discuss the possibility of copying rescue intake records so that volunteers could have the tools and information to assist with reunification of rescued animals with their owners. I made the offer, for the second time, to send a professional copy service to the location of the records to scan and copy them, thereby avoiding any occasion for the records to be out of Muttshack's possession.

I'm afraid I was met with a very negative and bitter response. Amanda seems to be under the impression that people want her to list all the animals rescued by Muttshack on Pet Finders. While I assured her this was not what people wanted, this seemed to fall on deaf ears.

I approached this conversation professionally, calmly and as diplomatically as possible. It became increasingly difficult to talk with Amanda as she became more and more hysterical, insulting and abusive, calling me names and using extremely foul language. I had to terminate the conversation when she called me "The f---ing scum of the earth."

It is unfortunate that the good work this organization did in the aftermath of Katrina is being eroded by such negative attitudes and unwillingness to take the rescue efforts to the next stage - reunification.

Im from ST.Bernard Parish and I still cannot find my dog. My home, auto & my belovedpet pig, Barely & cat, Gina are all gone.God take care of my two pets, now. Thetwo of them have drowned to death. Tobias was with me and we were inside Chalmette High School Gymfor 3 days to where noone came to get us.1100 E.Judge Perez Dr.,Chalmette, LA 70043.I last saw my Tobias alive in this shelter& now I cannot find him anywhere. I havebeen to every pet website & have been topet shelters. Iam afraid to know if the ST.BernardParish cops out there have killed my dog. I do not know where else to go with this. This dogis all I have left. Please someone help me find himor the truth if he has been shot. I have been searching for 6 weeks now and im mentally exhausted. My health is not a good one. I needto find an answer out there for closure on this.

This is for No Animal Left Behind. On Nov. 29 there was a lot of info compiled to help SBP owners searching for their lost pets. And rescuers/volunteers trying to locate family's of SBP pets found.

Dear All:

Please provide to me the names of each rescue group or shelter that:
1. has not posted pictures on petfinder and other necessary data;
2. refuses to share records with volunteers who are working on reunification;
3. who have treated owners rudely, accusing them of having "abandoned" their pets or of having been bad owners.

I will be speaking with Martha Littlefield regarding issuing a directive to every shetler who represented that it would "cooperate" in the animal rescue efforts and based on that representation, were allowed to take care of our Louisiana pets, but have breached that obligation in any of the foregoing manners.

On my list are the following:

1. McKinney SPCA of Texas
2. Muttshack (however, I note that there are some "Muttshack" pets on PF, so I need the facts--what is it precisely that Muttshack is refusing to do or is doing to be obstreperous and violative of its obligation to take care of these animals and use best efforts to reunite with owners.
3. SOuthern Paws REscue of Vicksburg,MS

I am also going to ask Martha Littlefield to issue a directive to EVERY shelter who particpated in the disaster response and hosting of evacuated and rescued pets to provide full reports on the status of each animal that it took into its care, i.e., current location, health status, adopted/fostered status, etc.

Do you really have any faith in Martha Littlefield expending any energy to investigate this? It is pretty much the concensus of most Louisianians that Littlefield was more of a hinderance to the rescue effort than she was of any help. I personally would be amazed if she showed any interest in helping any animals or doing any kind of investigation.

Kathyrn is a pissed of lawyer. She "popped" two dogs from fosters who would not give them back this week. She if anyone can get Littlefield to open her eyes. Seems Martha has little idea what is going on in terms of reunions.

I have kept this one quite but I have been working on getting “Shane” home.
The owner stayed with his dogs for over a week and waved away choppers and rescue boats who would not take his dogs. He finally broke into a neighbors house that had a dry second floor. He then rescued 5 neighbors’ dogs. He stayed another 5 days.

Long story short he put tags on all the dogs as best he could. And evacuated. He started trying to go back the second he safe and let his family know he was safe.

Didn’t happen. Shane got sent to Florida from Lamar. He had tried to get the dog from Lamar but wasn’t allowed to take his own dog because he sent a friend. (He found his other dogs).

So the dogs had tags and the shelter adopts it out anyway. A dedicated Shelter worker had written down Wayne’s info and contacted him even though told not to.

Rita Schwartzwald (recently moved from NY to her new million dollar Florida home) the new owner says she will return it, but quick recants and says no way I am getting an attorney. Please use your imagination to think what it is like when talking to Mrs. S. (Hold you nose and talk, then talk down about everyone and wine a little bit).

Rita’s main comments – “it is having fun with my kids” (remember to hold you nose); “it has been three months” (yes except the owner wanted it back 2 weeks after she adopted it). “They can’t take care of it” (they are perfectly capable and even have a house to live in)

I have kept this one quite but I have been working on getting “Shane” home.
The owner stayed with his dogs for over a week and waved away choppers and rescue boats who would not take his dogs. He finally broke into a neighbors house that had a dry second floor. He then rescued 5 neighbors’ dogs. He stayed another 5 days.

Long story short he put tags on all the dogs as best he could. And evacuated. He started trying to go back the second he safe and let his family know he was safe.

Didn’t happen. Shane got sent to Florida from Lamar. He had tried to get the dog from Lamar but wasn’t allowed to take his own dog because he sent a friend. (He found his other dogs).

So the dogs had tags and the shelter adopts it out anyway. A dedicated Shelter worker had written down Wayne’s info and contacted him even though told not to.

Rita Schwartzwald (recently moved from NY to her new million dollar Florida home) the new owner says she will return it, but quick recants and says no way I am getting an attorney. Please use your imagination to think what it is like when talking to Mrs. S. (Hold you nose and talk, then talk down about everyone and wine a little bit).

Rita’s main comments – “it is having fun with my kids” (remember to hold you nose); “it has been three months” (yes except the owner wanted it back 2 weeks after she adopted it). “They can’t take care of it” (they are perfectly capable and even have a house to live in)

we are having a problem trying to get owned animals back from groups around the country. One particular case is a lady who evacuated to Lamar with her 3 dogs. She signed them in to Lamar with the understanding that they would keep them there while she was in the Lamar shelter. 2 of her dogs were sent to Ascension Parish Animal Shelter and the other one ( a great dane mix) was sent to an unknown shelter. We finally found the dog on petfinder on Oct 28 and notified them that we had found the owner. They did not respond at first but when we called we were told that the dog had been kept the required time and had been adopted. The lady has tried to get her dog back but has been told that the dog was in bad shape and she had not taken care of it, therefore she could not have the dog back. The dogs that were at our shelter were not in bad shape considering they had been uprooted from their home traveled by car for 10 hours, placed at lamar and seperated from their owner, etc. Do you know of anything we can do to help this lady.?
We are getting more of these stories and don't know what to tell these poor people. HELP!!!!!!!!!!!

The question is do the ~new adopters~ who now "claim to love" their new pets really care enough about these sweet babies to RETURN them to their rightful families who were put in horrible situations and had to make heart-wrenching choices that no one should ever be forced to make. Or are the ~new adopters~ too selfish and are only thinking of themselves and obviously making lame excuses to justify their cold, cruel hearted deeds (and maybe to ease their guilty consciences, if they have any to begin with). King Solomon's Judgement comes to mind> if faced with having the pets "cut in half" who do you think would lovingly give up their half... NOT the new adopters that's for sure. They are so greedy they would figure 1/2 of a pet is better than doing the right thing and allowing the poor babies to return to their grieving families. These ~new adopters~ have obviously never lost any sleep agonizing over these "novel" Katrina pets even though they are guilty of causing great pain and ongoing suffering for the victims of Hurricane Katrina.

Sadly most of these petnappers can't be reached with logic and reasoning, and even heartbreaking stories don't move them because they have no compassion nor sympathy and lack the ability to relate to or empathize with anyone "outside of their limited circle of knowledge". They think they are ALWAYS right and everyone else is always WRONG. Unfortunately most of these types of people only respond to direct heat and relentless pressure.

Sometimes even pending legal action won't move them, BUT peer pressure and public exposure of their mean, selfish actions does. Public outrage and a continued campaign of "Letters to the Editor" finally budged CARE to release Buster. The wrath of "Dog-Lunatics" nation and worldwide (who are Internet nuts LOL) can move mountains and truly work miracles... We could even stage "picket-lines" to call public attention and media exposure to "those" Shelters and Rescue Groups who refuse to reunite Katrina familes and companions still "lost" from each other!! And if they were responsible for "adopting out these pets" they should be held accountable for not helping in the efforts to reunite them.

Someone mentioned that after Hurricane Andrew all the courts awarded custody of the pets to their "original owners" vs the "new adopters"... Given same situation and even worse circumstances, I'm sure the courts will rule the same way for the victims of Katrina. Yet, let's hope most can be settled before going to court.

Tell the still searching families NOT to give up, just start posting their plights on the Katrina animal sites!! The more animal lovers everywhere who are aware of their tragic stories, the ever greater pressure will be brought to bear on those who are causing the continuing heartache. To those ~new adopters~ who STILL refuse to release the Katrina babies, inform them that "legal precedence" doesn't forebode well for them. NOR does public sentiment :(

If we could find this reference it might set a legal precedence for Hurricane Katrina pets!!

I'm sorry, I forgot to add the story of this dog I'm searching for. I hope the LA vet can read it:

Betty Bush was rescued from her flooded home by Natl. Guard during Hurricane Katrina. She had been there clinging to a ceiling fan in 9 feet of water, with her little Yorksire Terrier tucked under her chin. By placing him on a very high shelf, diving into this toxic stew and standing on a window sill was able to break a grate above the window to scream for help. The Guardsmen took her with her dog “Sweetpea” that she had had for 12 years to the New Orleans Convention Center where she and her dog endured chaotic and very miserable conditions--rapes, lootings, near starvation-- for four days. They had very little water. Betty was given sips of bottled water by people who looted them from stores, but she gave it to her dog and she drank spilled soft drinks from the floor near her. They slept on the floor near the convention center entrance and sometimes made it outdoors for a little while to watch for evacuation buses, although Betty was suffering from pneumonia. She said that on the last afternoon before being evacuated by Coast Guard helicopter to a med. station in east New Orleans, she talked with an official, a blonde man from Westwego--that 's all she can remember. He commented on how cute her dog was and told her that dogs would not be allowed on the buses. She told him she would not leave without her beloved little dog. He gave her a roll or biscuit he had. That night there was an outdoor rally by people from Westwego, and later, as Betty slept, her dog disappeared and when she woke because of the noise and lights of the Coast Guard choppers, she saw that her dog was missing. She feels that this man might know what may have happened to the dogs left behind at the convention center. We have been unable to find any information about him or any information about the dog through the petfinder or petharbor national databases, shelters that took Katrina dogs, and internet ad sites. Betty Bush, the owner of "Sweetpea" was hospitalized and is grieving very much for the loss of her dog, blaming herself for leaving him behind. She is 78 and has lost everything. This is Sweetpea's description:




SWEETPEA BUSH
--male, neutered, Yorkshire Terrier
-- 12 years old (1993)

--mostly black/dark bluish color with tan tipped ears and tan near legs
-- weighed about 6 lbs. and was "about as big as 1 and a half kleenex boxes" with feet about 6" long
--was wearing a slim green collar with black speckles on it, one brass bell, 3 tags, and a religious medal that says "Blessed by a priest." One tag names his vet as "Dr. Michael Gibson." (owner does not remember #'s on tags except for vet's which is no longer working)
--has missing front teeth, top and bottom, that make his tongue hang out on left side when he is tired.
--bobbed tail
--upright ears
--small, squat stature
--he was learning how to do tricks: he could "come" when you clapped twice and said "come,Sweet!”; he could "sit" when you pointed your finger on the ground and said the word; he could "lie down" when you lay your hand on the ground and told him to "lie down"
--when last seen at the New Orleans Convention Center, he had a ribbon from a child's Barbie doll on his collar, like a little leash (children sometimes played with him there)

MS Volunteer report just in...

I just heard from the person following the chain of replacements in our club.
Kelly went to NOLA to work. In fact, her hotel is near there. She is working with teampartner, Kate. However, last week, she was told by SPCA that they were not needed. They talked to ARNO and someone else who told them they are full and don't have room for anymore animals. Feral cats are neutered & being released. Dogs are being fed.

Kelly is upset because the houses & debris are being bulldozed & piled up, and dogs are underneath and running in the streets. Litters are being killed but there is nothing they can do. Some of the pups have crawled out instead of being frozen in fear & therefore covered over or killed, so they have "singleton" puppies from litters.

Live pets have been pulled from rubble. The people doing it do it slow enough that a pet will run, but the puppies huddle in their "den."

The SPCA was not feeding and had no feed. Team offered food, but they said no, they had plenty of other people feeding. They said they were trapping. Would not answer questions as to dates on houses where it said "dog in back, F/W Nov 10" and not checked on. Kept changing subject to you do not need to be here. Dogs & cats were seen.

Kelly has been working in MS, Waveland, Gulf Coast, and Biloxi. The shelters have been damaged but have electricity and up and running. They have plotted areas to F/W and only bring in the worse or females w/puppies. They are trying to spay/neuter as many as they can. The owners are turning animals in and saying spay my dog and then return her!

Kelly returned this morning to NOLA. They had 2 skinny dogs with them, patches of hair missing off of them. They were told there was not a place to put them in New Orleans and they could write the street down and take them to MS. They said they would put up on PetFinder. Kelly was again told they were not needed and they had plenty of help. They basically were asking them to leave.

So, she just called me here at 1 pm CST and she is back in MS. She met the person adopting the Dalmatian puppy who picked her up today.

The shelter has adopted out puppies and dogs that have been there a long while. If they do not get them out, they do not have room. Shelters north of there are full. They need foster homes. They need weekly supply of food.

It is the same story, but it sounds like MS is behind compared to where NOLA is. Kelly says there are so many dogs & cats running in the streets, they are still capturing or F/W.

There is a wildlife veterinarian from Montana there that is directing and training on humane trapping.

I will be calling HS of South MS and talking to Michelle when she has time.

On behalf of XYZ Rescue Austin, I have researched some legal
options available to the aggrieved and grieving pet owners whose pets
were delivered to rescue organizations, shelters, and individuals for
safekeeping until the owners could be found and to whom the animals
are not being readily returned.

What I have researched is all Texas law and everyone knows that
Louisiana law is very different from all the other states and I don't
know what Louisiana law is on this subject, nor Mississippi law for that
matter. So apply these suggestions to animals removed from Texas or now
present in Texas.

It is my opinion that the rescue organizations and shelters and
individuals entered into what's called a bailment when they took
possession of animals for the sake of preserving the animals' lives
until the owners could be found or until the animals could be returned
to the owners. The people who took possession of the animals became
bailees, while the animals owners' retained title to the animals, and
are the bailors. I am guessing that each group thereafter who took
possession of the same animal entered the same bailment contract with
the known or unknown owner of the animal.

Failure to return the property to the owners is conversion, which is the
civil (non-criminal) version of theft. Transferring the animals to
others by sale or adoption is also conversion.
The cause of actions under which the animals' owners should bring suit
are: breach of bailment contract and conversion.

There are a few different categories of bailments that are relevant to
these cases: mutual bailments exist where the bailee (shelter, rescue
group, foster) gets something out of taking care of the animals, such as
funds donated by the public because of the great work; or in breed
rescue groups who have the animal, they benefit because their mission is
to help that particular breed.

Sometimes the bailee gets nothing out of taking care of the property,
such as when you leave your plants or pets with a neighbor who tends to
them for nothing in return, not even reciprocity. It makes a big
difference in the duty of care and in liability, whether these were
mutual or gratuitous bailments, but most of the times they will be
mutual. There is lots of documentation of money flowing to rescue groups
for hurricane animal rescue work.
Bailments are express (spoken or written) or implied. Because this was a
disaster, the bailment seems implied so loudly and clearly --- otherwise
those warm and fuzzy rescues on tv news would be mere looting. HSUS
bragged about going into homes at the express request of owners. That's
a bailment: save my cat so I can have him or her back.

The period of bailment expires at some point, but I think that there is
ample support for the reality that the hurricane victims are far from
stabilized, and can't be thought to have abandoned their animals just
because they haven't gotten them back yet.

I believe that the reasonable time for reuniting owners would be the
same time that it takes hurricane affected people to reasonably return
to their respective homes or home towns. One can look around for
examples of how long it is taking for people and institutions to return
to various affected places. For example: the United States Court of
Appeals for the Fifth Circuit, which is headquartered in downtown New
Orleans, has itself not yet been able to return personnel or functions
to New Orleans, but continues to operate out of Houston.

Proving ownership isn't usually a question in bailment but can be easily
established by friends and neighbors of the pet owners, any kind of
record, any veterinary record. Once again, conversion is civil theft.
It's not a crime, but it is certainly actionable in many county courts,
and the court would first order the return of the animal. Monetary
damages would be tied to the value of the animal, but attorneys fees
would probably be awarded.

It could be that the bailment - conversion lawsuits could simply be
brought where the animals are. It wouldn't take much to determine that
under the question of Jurisdiction. Every law school has animal law
groups now; a student could research jurisdiction easily. It's not
animal law, but that's who would be interested.

Finally, the pet owners can seek temporary restraining orders, which
would ask a state district judge to put the animal in a neutral place to
make sure that it doesn't get lost forever, while the lawsuit is going
on. Restraining orders are considered drastic, but often necessary where
the property in dispute could be damaged, lost, hidden, devalued, or
killed by the delay. The down side of restraining orders and temporary
restraining orders is penalties if you lose in the long run and the
trauma to these animals of yet another placement which we know will be
temporary.

Once a few of these get going in different states, several lawyers can
pool their knowledge, with deference to their respective state law, and
really move it along, to remedy this insult which has been added to the
injury of the hurricane victims

You should find an attorney to take the case and have the attorney give
notice that you're ready to file a lawsuit and then do it. Find the
place to serve the individual board members, where there are rescue
groups that are incorporated.

Katrina dog is reunited with displaced N.O. family in Alabama

DOTHAN, AL -- After spending more than three months in animal shelters across the country, a dog displaced by Hurricane Katrina rode into the Dothan Regional Airport as cargo of a Greyhound bus -- and the bearer of great joy for her displaced family.


Gigi, a 5-year-old part chow, survived the flooding of her St. Bernard Parish, La., home and was reunited with Joe and Deborah Loustalot's family with the help of the Internet.


"Just like they say, I wish they could talk," their son, Mark Loustalot, said as he played with her outside the airport.


The Loustalots had said goodbye to Gigi on Aug. 28 for what was believed to be only a temporary evacuation. They had to leave her behind to make room for Deborah Loustalot's amputee father and diabetic mother in the getaway car. But when the family watched the flooding on the news, they felt remorse for not bringing Gigi.


"It wasn't right," Deborah Loustalot told The Dothan Eagle. "I should've took her ... And she knew, she knew. Her sad eyes said she just knew we were leaving her for something."


The Loustalots, who are currently living with a relative in Skipperville, about 20 miles north of Dothan, were convinced she had escaped floodwaters in their home when they returned and found a bay window open.


Tracking Gigi through www.petfinder.com, they believe the first dog they found through the Internet site was Gigi, but that dog was moved to another shelter and given a different number. They followed five more leads before finding her.


It turned out that Gigi, who was rescued a half-mile away from the Loustalots' home with a dislocated leg and a broken tooth, was in a Spokane, Wash., foster home when the Loustalots located her.


Plans were quickly made to fly her back to her family now in Alabama.


But the plane was delayed and then diverted to Tallahassee, Fla., Thursday night. After waiting for five hours at the Dothan airport, the Loustalots were finally reunited with their sad-eyed pooch, arriving by bus.


The Eagle reported that Gigi responded to her name being called by the Loustalots and it was obvious she belonged to them.

27301. Missing Pit/Mastiff-Elysian Fields/Gentilly area by carlaj357, 11/3/05 9:10 ET I know that we've all heard lots of amazing stories. But now-I have heard the most amazing story so far, this man is overcome with grief to find his beloved dog, Buddy, who he was forced to leave behind after being in a boat for 5 days with his 2 dogs and finally being rescued by the National Guard via helicopter.

He was forced by the National Guard to leave his dogs behind tied to a post. He said he cried and begged them to let him bring his dogs, but they wouldn't-they would have left him there. He left behind 2 dogs, and 3 cats-and so far 2 cats and one dog were there at the house when he got back. Buddy is still missing & this dog went to work with him every day, slept beside him in his bed, etc. He was really emotional, this dog is his best friend. I was crying just listening to him. I'm trying to get a picture from him but he does not know how to use computers. Please read and see if this sounds familiar:

There is at least one female Jack Russell Terrier NOT posted on the AERN by the rescue group "Jack of Hearts" in Ohio.
I wrote to them because they have a Katrina female JRT up for adoption. I asked if they had posted her to the AERN so her owner could find her.

This is the response I got:

"Just an FYI - who ever had this dog before she came to Ohio(or maybe she was a street dog), but she has had puppies and was a verystrong heartworm positive. More than likely she has never seen a vet. Do Iwant to send her back to no care, I don't think so. Her lack of health carewas not because of the hurricane!"

In case like the Jack Russell Terrier detailed above, it sounds like there is no owner concerned enough to look for her. But if there was, then this is a case of animal neglect. So, the question arises then what? Are there safety measures in place to protect such an animal?? At the very least, I would hope that the owner would be evaluated, with follow-up contact and evaluations. Our local SPCA does that with their adoptees, so perhaps different local groups would be able to add such at-risk animals to their lists.

no rescue group is empowerd to play judge, jury, and executioner.
If abuse or neglect is suspected and you have evidence, then there is such a thing as a court proceeding--requiring due notice to the owner and an opportunity to be heard from both sides.

Excuse my ignorance, but how can you be strongly positive for HW? I thought there were only 2 choices--positve or negative--not various shadings of each.

There are definitely shades of gray. Strong or weak positive is determined by the antigen levels in the bloodstream. The more adult worms present, the heavier the antigen level, resulting in a strong positive result. A dog that has been infected for a shorter period of time will test lighter antigen. The heavier positive the dog tests, the more risky treatment is.

After reading all the animal rescue boards it seems that the majority of Katrina pets are HW positive!! Does this mean that ALL these families are bad owners? Not hardly, it is the general consensus that there was an overall lack of education on the cause of heart worms and not strong enough emphasis on year round preventive medicine as well as cost of treatment.

There is a directive that is being presented to the Louisiana state vet. which (if accepted) will be sent to ALL shelters, groups and individuals in the US/Canada who may be holding Katrina pets hostage due to "such preconceived judgements", AND further each must detail the status of every Katrina pet and what steps were taken to find the owners. An updated accurate photo and description must also be put on Petfinder. There are many more issues addressed, but essentially the LA vet will be stating in no uncertain terms, "We want our pets back Period> whether HW positive, so-called strays, and owner surrenders which don't have an actual written agreement!! Legitimate caring shelters, groups and fosters who are doing everything they can to reunite Katrina pets will be allowed to continue to care for them.

Sooo, start making a list of all the groups and shelters and individuals who have taken Katrina pets and have adopted them out, are refusing to return them, PTS, and have failed to post identifiable info on Petfinder. LA may consider it theft of property and transport across state lines, makes it even worse... These groups and shelters better start rethinking their positions. LA may start going after them in court.

We're all keeping our paws crossed that the State of Louisiana will adopt it and help bring the lost pets home. Until then it would hurt the chances of being approved if it gets out before becoming official... THANKS

I hope you don't literally mean to send back animals that as yet have no found home! The state isn't even bothering to account or care for the majority of the many thousands of animals still there!! And clearly, there were animals who were abused and neglected there prior to the hurricans ---whether they were, in SOME cases, fighting dogs, abused guard dogs, or generally neglected for whatever reason.

And that's not even getting into the grey area of the people who drove away leaving even their small animals behind when they could have taken them, and then who did not come back for them. would hope that if they want them enough to be looking for them.

In any questionable case, I just hope that there will be follow-up contact. Also, re HW: my impression is that a good % of the heartworm cases were recent cases: the result of fending for themselves outside after the hurrican. It is possible to guage the length of time.

I am cross posting this plea from Angels Run. I worked with Des from Angels run at Lamar Dixon during rescue efforts. She is an amazing Pitbull advocate. She gives tirelessly to the cause in NOLA and in the rescue groups home state in Arkansas. The last several months she has seen atrocities that I won't subject you to, but in addition to Katrina she was one of the first people on the scene to uncover and then help correct the horror at the arkansas facility that some of the Pasado rescue dogs from Katrina were transported to in Arkansas. She really is amazing, and now needs some help getting some Pit Bulls adopted (and or some funds to help keep them going).

I know there are so many needs in a lot of directions.....but if anyone has any bandwidth to help, it will make a difference because Angels Run makes a difference. Below is the request from Des at Angels Run ( angelsrun97@earthlink.net ):

Things are not looking up for pit bull rescue in Arkansas. I was contacted Monday night about 15 pit bulls in horrible shape in White County.
I made it out there today. The owner was arrested on drug charges but unlike the dogs, I doubt he will get death by starvation as his punishment.
These poor dogs never had a chance. Five of the dogs were dead on arrival of starvation as a necropsy revealed. Three of the dogs disappeared Monday night and 7 were left in bad shape. We loaded them up today and after much heartache I put three of them down when we arrived at the vet. I was going to put a forth one down, a black girl but she turned her back to us and was looking at the back of the crate. I swear she knew what we were doing. She had been raising --heck-- until she watched us put down the three dogs. She immediately got quiet and decided that we would not choose her if she turned her whole self around and stared at the back of the kennel.
She was right, I was done and could not euthanize one more for any reason. I have four dogs and no where for them to go, no money to fund for their care and little time to commit to them. They are at the vet tonight and I assume I will bring them home and see how they do where angels run.......

Thank God my husband has lent one of our rent houses to the dogs. Animal Farm Foundation funded the privacy fence around the back of this house after Katrina so that we would have a big yard for the foster dogs. Here is a three bedroom house with some office stuff, one chair, a tv and two crates in every room. It is working out nicely but already there are too many dogs. They are pretty content and sleeping now but I have my hands full and little money to continue caring for the few I am able to save.

I have had as much as I can possibly take. The Katrina disaster, three weeks at Lamar Dixon in Gonzales, LA , cruelty case in Saline County where I was forced euthanized all 4 pit bulls, two old and sick pit bulls that crossed my path a couple of weeks ago that were ready to go to Jesus, four weeks in Mountain Home with the EDNAH case

Way too many pit bulls being starved to death, fought, chained, and abused for any one to make any kind of justification for breeding pit bulls.
These dogs were once beautiful, high dollar, red nose pit bull pups.

It was my impression that those who have owners trying to get them returned from shelters, groups and individuals who refuse to give them up are the ones who they will go after.

However, the directive (which is NOT EFFECTIVE YET) will make it clear that the STATUS of EVERY Katrina animal (inc. so deemed strays and owner surrenders) must be accounted for> adopted, fostered, still being held in shelter, transported to another shelter, PTS... and further what efforts were taken to find the owners and proper documentation that they were actually "owner surrendered". In addition every animal MUST be listed on Petfinder with ACCURATE INFO and PICTURE!! It is also my understanding that those pets whose owners do NOT come forward, will be allowed to be continued to be (properly) cared for. BUT HW+ will NOT be grounds for failing to return a pet to its rightful families, EVEN those who have already been adopted out... IF abuse is suspected it can be taken up through the proper procedures, not by self-righteous groups who think that the pets would be better off with someone else. The gist of the directive is to make sure that everything that can possibly be done to help the families still searching for their lost babies to be able to find them and to get them home again IS DONE!! No more holding pets hostage, telling the owners they don't deserve them back because blah, blah, blah.. (one shelter even told Ned the NO policeman who stayed on duty and couldn't get back to his dogs, that he was a BAD OWNER and hung up on him and proceeded to immediatley delete the info from the net!), no more claiming the pets were "owner relinquished" when they aren't, no more inaccurate & incomplete info listings on Petfinder and no more "No Photo Available", no more refusing to provide further info or send more pictures if requested by an owner or volunteer searching for their lost companions. The list goes on, others can add to it... Sadly many owners who are still trying to put their lives back together again and don't have enough hours nor access to the Internet or are elderly and lack the skills have simply given up the hope that they will ever be reunited with, in many cases, the only thing they might have had left. They don't deserve this added grief and heartache. Especially the ones who know their babies were rescued but now can't find them in "the system" which continues to fail the victims of Katrina over and over again :(

On a side note> those owners who DID abuse or neglect their animals aren't the ones who are still desperately searching for their lost babies!! If they didn't have the time nor inclination BEFORE Katrina, they certainly can't be bothered POST Katrina. Very sadly they will simply go get another "pet" from one of the shelters now bursting at the seams...

Those of us dealing with these "good owners" who desperately want the dogs and cats back just want the shelters to play fairly, not give the run around, and treat these victims ethically when all many of them have left is the hope they will find their pet. BAD OWNERS ARE NOT LOOKING. That is pretty much a fact. When people/shelters are bad they are really bad. I think 75% are not bad and have done a great job, like Herb at Save A Pet, Oregon Humane and many many others who have acted professionally and ethically. The bad ones have done things that are totally criminal like "remove tags" and then adopt out pets. If you have animals you should be pissed and scared of someplace like this...because it could be YOU and YOUR pet that suffers this the the next time. I have not heard of a single case where a person has come forward and volunteer felt like the animal was going back to someone that abused it. Eric

Yes it is true, we got Bikini back today, this morning!! The best possible christmas gift ever, really. Yesterday Corky received an email form Pet Detective saying there was a possible match, usually these are imperfect and not even the same breed so we don't tend to put much hope into them but yesterday it happen to really be her.

Apparently after the storm she got up to Canal street and a bum picked her up to use as bait to antagonize his three pit bulls, I guess to just pass the time after the strom. An angel of a lady, Amy, saw him and took Bikini away as fast as she could. Then she pampered and loved our little dogger, weekly groomings, tons of treats, new collar and all her shots, honestly this was really the kindest woman I have ever encountered- other that all of you guys that would so hard to help us find both Mud and Nini. We are so happy, I can't stop playing with them and the two dogs follow us from room to room now. Muddy goes to work and everywhere else with Corky these days so I am happy to have Bikini as my sidekick from now on.

I sent you all a photo taken only hours after our reunion. She was working as a guard dog at night so she was dropped off at 6 this morning. We are so happy, I can't even begin to explain. I feel like we have recovered from the
Storm!

Thank you, thank you, all of you. Karma must at work here as on Monday I volunteered to get some of the last strayed caught and shipped up to a new facility in Tylertown, Best Friends.

I really think that most of the pets that are not known to have been rescued for sure are still out there on the streets or being cared for by good Samaritans (or taken home by 1st responders who are now spread all over the country).

Posters, flyers, and hitting the streets may pay off for more owners if they are able to get back to the New Orleans area. Next best thing, friends, relatives, neighbors... even canvassing the area for a 1/2 day might yield results. And asking eveyone they see... There needs to be special kiosks in several key public places in different areas to post info on lost pets?! Even rescuers could use them to help reunite families. Any idea on how to get Mayor Nagin or someone else who would have the authority to set these up?! zekedog what do you think??

^^Also *katiesmom* who lives in the N.O. area and has been volunteering to help out in the 9th Ward (think she posts here; for sure on nola.com). Maybe approach Shopping Malls, WalMarts, WinnDixies, Petcos, local service stations, Churches... anywhere there is a lot of foot traffic and people tend to congregate. Pets may have travelled outside of their own neighborhoods. Pictures, descriptions and contacts need to be posted in areas where lots of folks can see them!!

Lets hope that the Best Friends Weekend nets lots of results. Maybe someone can mention this idea to them as well?! The more eyes looking, the better the chances that pets will be found and reunited with their families.

There is a heartwarming article on the front page of the Friday, December 16, San Francisco Chronicle, headed "Daring rescue of whale off Farallones."

It opens, "A humpback whale freed by divers from a tangle of crab trap lines near the Farallon Islands nudged its rescuers and flapped around in what marine experts said was a rare and remarkable encounter."

We read that "The 45- to 50-foot female humpback, estimated to weigh 50 tons, was on the humpbacks' usual migratory route between the Northern California coast and Baja California when it became entangled in the nylon ropes that link crab pots."

Rescuers evaluated the situation and "realized the only way to save the endangered leviathan was to dive into the water and cut the ropes."
It was a very risky maneuver, according to the stranding manager of Marin's Marine Mammal Center, "because the mere flip of a humpback's massive tail can kill a man."

Rescuers at first did not think they were going to be able to save the whale since "about 20 crab-pot ropes, which are 240 feet long with weights every 60 feet, were wrapped around the animal. Rope was wrapped at least four times around the tail, the back and the left front flipper, and there was a line in the whale's mouth.

And "The crab pot lines were cinched so tight...that the rope was digging into the animal's blubber and leaving visible cuts. At least 12 crab traps, weighing 90 pounds each, hung off the whale, the divers said. The combined weight was pulling the whale downward, forcing it to struggle mightily to keep its blow- hole out of the water."

But "Moskito and three other divers spent about an hour cutting the ropes with a special curved knife. The whale floated passively in the water the whole time, he said, giving off a strange kind of vibration.

"'When I was cutting the line going through the mouth, its eye was there winking at me, watching me,' Moskito said. 'It was an epic moment of my life.'

"When the whale realized it was free, it began swimming around in circles, according to the rescuers. Moskito said it swam to each diver, nuzzled him and then swam to the next one.

"'It seemed kind of affectionate, like a dog that's happy to see you,' Moskito said. 'I never felt threatened. It was an amazing, unbelievable experience."

Dear Anderson Cooper:
I am an attorney in Shreveport, Louisiana, who has been involved in the Katrina rescue efforts, as well as the reunification efforts. There is a massive grass roots international effort to find these pets and get them home to their owners. The system put in place purportedly to enable this and to facilitate the transfer of the rescued animals out of the state of Louisiana is failing our fellow residents. The state released these animals to out of state locales for two purposes: 1. the care of our pets and 2: the reunification of our pets with their owners. Many rescue groups and shelters have gone the extra mile to help in the extraordinary effort to reunite owner and pet. Unfortunately, there are many who have been nothing short of obstreperous, displaying blatant cruelty, and unabashed injustice. Owners, such as NOPD Officer Ned Gonzales, who reported for duty at the Superdome, left his two beloved dogs in his home, to which he could not return until September 15. His dogs had survived apropos the fesces remaining and the paw prints, and the crow bar marks on the door evidenced their rescue. But, he cannot find them. He called a shelter in Texas when he saw a photograph of a pup that looked like his beloved Lucky--he was told by the shelter that he had abandoned his pet and did not deserve her back. The picture immediately was deleted from that shelter's website. Dianna's dog, an older white poodle, donned a collar and name tags. Her husband rode out the storm with their pets, rescued them , waived off helicopters to stay to rescue their neighbors' five dogs in the ensuing floods, taking them to high ground on the I-610. He was forced to leave all of them by human rescuers , but told, he would get them back . He made sure they all had identification. Despite these efforts, a shelter director in Florida adopted Shane, his wife's poodle, out, notwithstanding the fact SHane donned identification tags. Thankfully, a volunteer found the owners, let them know where Shane was, and I was contacted. After wrestling with the shelter, which was of no assitance, and after a hearfelt discussion with the woman who'd adopted Shane, Shane is being picked up at noon tomorrow from Florida by his owner, whose son-in law is driving her through the night from Kenner to SOuth Florida to get their pup home.. Then there's the case of Coco, an older cockapoo, who had a microchip implanted pre-Katrina that contained all of the owner's information. The family rode out the storm, escaped the floods of St. Bernard Parish, and took themselves and their pet to the St. Bernard Parish jail. Only, again, to be told they had to leave their pets when the human rescuers arrived. Her poodle wound up in a shelter in Mississippi who promptly adopted Coco out. Then there's Lexus, the beautiful white siberian husky with blue eyes, whose owner works in New Orleans. The paper trail for her led to Pinellas, Florida, but we found her in a shelter in San ANtonio, Texas, which shelter had told a volunteer who was working on the case that Lexus was not there. Poor Lexus; she was jumped by a k9 cad while left to work the streets of St. Bernard Parish, having given birth to five beautiful pups just 3 weeks ago (65 days from rescue being the gestation period as well). A woman whose life as she knew it was decimated by the floods, has deseperately been trying to retrieve her Sandie Ree and Coco Ree from a Maryland group of rescuers who came to my state and took her dogs. They don't return her phone calls. One told the stealth volunteer working on her case that because the woman who'd rescued the dogs fell in love with them, and they had heartworm and were found outside (really, after a hurricane and flood), that the pups would not be returned. Despite pleas from me and many others, these women who comprise this group return no phone calls, no correspondence, and someone, we don't know who, yet, de-activated the pertinent petfinder entry for these beautiful blond pups.

Save the young woman temporarily evacuated to Texas and her two pups, Sandy Ree and Coco Ree and Officer Gonzales and his two beloved pets, Nemo, a gorgeous shepherd, and Lucky, a wire haired jack russel terrier, the foregoing have happy endings. But, the efforts it took, the obnoxious actions of judgmental callous shelters and rescuers , precluded the system from working. But, the callous judgmental self-appointed demagoguery of the likes of the group from Maryland, which is but exemplary of the attitude of many of these "rescuers", there are thousands who likely will never have a happy ending if something is not done now. The fate of Sandy Ree and Coco Ree and Nemo and Lucky remain in jeopardy, for peculiar reasons, but also because as with all for which there will never be a happy ending, the system has failed our residents. Many of the rescued animals never have been posted on petfinder and to the extent they are,

I have implored my state not only to review the attached proposed directive , but also to support my fellow Louisianians by issuing it. It is my position and the position of many, in my opinion, that if it helps one more Louisiaina resident get their pet back it is worth the effort. HSUS has imposed an artificial deadline of December 15. Shelters nationwide are going to start mass adopting these pets if we don't take action, now. It is my opinion that no state, no organization, including HSUS, has the authority to strip our citizens of the right to know where their pets are, their status, and to get their pets back--these pets are their property, HSUS and deadlines notwithstanding. Under Louisiana law, a good faith possessor must possess the movable for 3 years under act sufficient to translate title in order to deprive the owner. Other states have similar prescriptive periods.

You have the ear and eyes of the country. Please, inform them that what is going on is wrong; that my fellow Louisianians, who were stranded by their city, their state, FEMA, the federal government, the insurance companies, and the levee system do not merit to be victimized again by having for many their last beloved possessions, their pets, taken from them.

How to Provide Recovery Tips That Save Lives

There is a science to finding lost people. Professional trained searchers don’t wander aimlessly in the woods when searching for a missing hiker. Instead, an organized search plan is implemented based on the knowledge of the behavioral patterns of lost people. For example, backpackers behave differently when lost and travel different distances than do hunters, berry pickers, and Alzheimer’s patients. And because search-and-rescue mangers are so familiar with these patterns of behavior, they can accurately predict where a lost person will be found. Backpackers are typically found on or near an established trail, hunters are typically found deep in the woods, and Alzheimer’s patients are typically found within a ¼ mile radius of where they became lost.



So what do we know about the behavioral patterns of lost pets? Thanks to Missing Pet Partnership, a grassroots nonprofit organization, we know that the three most common lost pet recovery tips that we give (place a classified Ad in the paper, post flyers in your neighborhood, and visit the local animal shelter every day) are not always the best pieces of advice! That’s because dogs are much different than cats. The methods that should be used to search for a lost dog, an outdoor-access cat that has vanished from its territory, and an indoor-only cat that has escaped outside are all entirely different methods. Dogs travel and are picked up by rescuers who determine their fate, the disappearance of an outdoor-access cat means that something has happened to interrupt that cat’s behavior of coming home, and indoor-only cats that escape outdoors hide in silence near their escape point. And it is not only the behaviors of lost dogs and cats that have been overlooked – the behaviors of the people who lose their pets and the behaviors of the people who find those lost pets impact the chances that a lost pet will be returned home.



Understanding these human and animal behaviors will increase the likelihood that lost pets will be found. Here is what we know so far:





LOST CAT BEHAVIOR



Outdoor-Access Cats:

Cats are territorial. When an outdoor-access cat suddenly vanishes, it means that something has happened to that cat to interrupt its normal behavior of returning home. The disappearance could mean that the cat is injured, trapped, or deceased within its territory. It could also mean that the cat was transported out of the area—either intentionally (by an irate neighbor who trapped the cat) or unintentionally (by the cat climbing into an opened parked van). It could also mean that the cat was displaced into unfamiliar territory—something as simple as being chased by a dog causing the cat to hide under a deck a block from home. When this happens, the temperament of the cat will influence how it behaves. When displaced into unfamiliar territory, some cats will be so panicked and afraid they will remain in the same hiding place for weeks and they will never return home while others will break cover within hours and return home. The investigative question to solve when an outdoor-access cat disappears is: WHAT HAPPENED TO THE CAT?



Indoor-Only Cats:

The territory for an indoor-only cat is the inside of the home where it lives. When an indoor-only cat escapes outdoors, it is “displaced” into unfamiliar territory. Usually they will look for the first place that will offer concealment and protection. Their instinctive response is to HIDE IN SILENCE because that is their primary protection from predators. How long they remain in that hiding place and what they do from there is dependant upon their temperament. Using baited humane traps as a recovery tool is a highly effective method for recovering displaced, panicked cats that are hiding. The investigative question to solve when an indoor-only cat escapes outdoors is: WHERE IS THE CAT HIDING?



Temperaments That Influence Distances Traveled:

Temperament influences actions. How a cat behaves when in its normal territory will influence how it behaves when it becomes “lost” or displaced into unfamiliar territory. Encourage cat owners to develop a search strategy based on the specific behavior of their cat. Here are guidelines to use:



CURIOUS/CLOWN CAT – These are gregarious cats that get into trouble easily, run to the door to greet a stranger, and are not easily afraid of anything. When displaced, these cats might initially hide but then they will most likely TRAVEL. Strategy for recovery should be to place florescent posters within at least a five block radius. Also, interview neighbors in a door-to-door search, thoroughly searching possible hiding places in yards of houses and other areas within a close proximity to the escape point. Do not assume that the cat will come when you call!



CARE-LESS CAT – These aloof cats don’t seem to care much about people. When a stranger comes in, they stand back and watch. When displaced they will likely initially hide, but eventually they will break cover and come back to the door, meow, or possibly travel. Strategy should be to search hiding places nearby, interview neighbors door-to-door and search their yards. If these efforts do not produce results, consider setting a baited humane trap.





CAUTIOUS CAT – These cats are generally stable but they show occasional shyness. They like people but when a stranger comes to the door, they dart and hide. Some of these cats peek around the corner and eventually come out to investigate. When displaced, they will likely immediately hide in fear. If not pushed (scared off) from their hiding place, they will typically return to the point where they escaped from or they will meow when the owner comes to look for them. This behavior typically is observed either within the first two days (after the cat has built up confidence) or not until seven to ten days later when their hunger or thirst has reached a point where they will respond. Strategy would be to conduct a tightly focused search in neighbors’ yards and to set baited humane traps.



CATATONIC/XENOPHOBIC CAT – Xenophobia means “fear or hatred of things strange or foreign.” Xenophobic cats are afraid of EVERYTHING that is new or unfamiliar. Their fearful behavior is hardwired into their character; it is caused by genetics and/or kittenhood experiences (nature or nurture). These cats will hide when a stranger comes into their home, and they typically will not come out until well after the company has left. They do not do well with human contact (being held, petted, etc.) and they are easily disturbed by any change in their environment. When displaced, they bolt and then HIDE IN SILENCE. They tend to remain in the same hiding place and become almost catatonic, immobilized with fear. If they are found by someone other than their owners, they are typically mistaken as being untamed or “feral.” The primary strategy to recover these cats would be to set baited humane traps. Xenophobic cats that become “lost” are routinely absorbed into the feral cat population.





LOST DOG BEHAVIOR



Dogs are much more difficult to recover than lost cats because they travel farther and they are picked up by rescuers who determine their fate. There are six major factors that influence the distances that lost dogs travel: Temperament, Circumstances, Weather, Terrain, Appearance, and Population Density.



Temperament of the Dog

How a dog behaves towards strangers influences how far it will travel (when lost) before someone intervenes and rescues it. There are three primary behavioral categories that lost dogs are classified into: Gregarious Dogs, Aloof Dogs, and Xenophobic Dogs.



GREGARIOUS DOGS:

Wiggly-butt, friendly dogs are more inclined to go directly up to the first person who calls them. Depending on the terrain and population density where the dog was lost, these dogs will generally be found fairly close to home or will be picked up by someone close to the escape point. Gregarious dogs are often “adopted” by individuals (not shelter or rescue workers) who find them.



ALOOF DOGS: Dogs with aloof temperaments are wary of strangers and will initially avoid human contact. Eventually, they will be inclined to accept human contact once they have overcome fear issues and become hungry enough. While these dogs can travel a great distance, aloof dogs eventually can be enticed with food and patience, typically by experienced rescuers who know how to approach and capture a wary dog. These dogs are often recovered by rescue group volunteers, and their wariness can be easily misinterpreted as “abused.” In addition, these dogs are often not recovered for weeks or months after their escape, giving them the physical appearance (thinness, injuries, stickers, ticks, etc.) that they are homeless, abused, and unloved.



XENOPHOBIC (FEARFUL) DOGS: Xenophobia means “fear or hatred of things strange or foreign”. Dogs with xenophobic temperaments (due to genetics and/or puppyhood experiences) are more inclined to travel farther and are at a higher risk of being hit by cars. Due to their cowering, fearful behavior, people assume these dogs were “abused”, and even if the dog has ID tags, they will refuse to contact the previous owner. Some of these panic-stricken dogs will even run from their owners! It may be necessary to use other dogs to get close enough to capture them or to use baited dog traps.



Circumstances Surrounding the Disappearance

A dog that digs out from a yard to explore a scent will tend to travel a short distance before it is found—meandering and doubling back as it explores a scent. On the other hand, a dog that bolts in panic due to fireworks or thunder will take off at a blind run and can run for several miles.



Weather

A dog that escapes on a beautiful spring day may travel farther than one that escapes in a snow storm. Extreme weather conditions (snow, hail, rain, sweltering heat) will decrease the distances that lost dogs travel.



Terrain

A dog that escapes in a residential area will not travel as far as a dog that escapes in a mountainous area. Fences that create barriers will influence a dog’s travel since a dog will tend to take the “path of least resistance” when traveling. Cactus, heavy brush, and steep cliffs can be barriers that influence whether or dog continues on a path or changes directions.



Appearance of the Dog

What a dog looks like can influence how quickly it will be picked up by a rescuer. In general, most people are less inclined to pull over and attempt to grab a loose Pit bull they perceive as being “aggressive” than they would a “friendly” wiggly Labrador Retriever. Also, size matters: people are more inclined to pick up small dogs - they look vulnerable and are easier to transport and house than large dogs. In addition, people are more likely to attempt to rescue a purebred dog that they perceive to have value than a mixed breed dog. When average motorists see a mixed breed dog trotting down the sidewalk, their impression is often that the dog belongs in the neighborhood or that it is a homeless stray. But when those same people see a Boston Terrier, they are inclined to believe that, because it is a “valuable purebred dog”, it must be a lost pet.



Population Density

A dog that escapes in Manhattan will travel a shorter distance than will a dog that escapes in the Rocky Mountains or in rural farmland. When dogs escape into areas with a high number of people, their chances of being found close to the escape point are increased. But in areas with an extremely low number of people, they tend to travel further and their chances of being found close to the escape point are decreased. A dog that escapes in the middle of the night will travel farther before being seen than a dog that escapes during rush hour traffic.





HUMAN BEHAVIORS



Guardian Behaviors

Guardians often behave in ways that actually inhibit their chances of recovering their lost pets. Some develop a “wait and see” approach (believing their pet will return home like Lassie) and by the time they start actively looking, the vital first few hours to locate their pet (or witnesses who saw the pet) are gone. Others develop “tunnel vision” and fail to find their dog or cat because they focus on wrong theories. They assume their dog was “stolen and sold to research” when in fact their dog might have been rescued and put up for adoption through a local adoption event. They experience “grief avoidance” and quickly give up their search effort because they really believe they will never see their cat again. They feel helpless and alone, often discouraged by others who rebuke them and tell them “it was just a dog” and “you’ll never find your cat.” In addition, the level of human animal bond (HAB) will influence the recovery efforts of a lost pet. People with a strong HAB will go to extremes to find their lost pet. They will accomplish the “impossible” task of visiting all shelters, posting flyers, and contacting rescue groups while maintaining a full-time job and other family commitments.



One of the primary reasons why so many lost cats are never found is that cat guardians focus their entire search efforts by posting lost cat flyers and by searching the cages at the local shelter. Although these techniques are important and should not be overlooked, the primary technique to recover a missing cat should be to obtain permission from all neighbors to enter their yards and conduct an aggressive, physical search for the missing cat (and to set baited humane traps there when necessary). Simply asking a neighbor to “look” for the lost cat is not sufficient! Neighbors are not going to crawl around on their bellies under their decks or houses to search for someone else’s lost cat! It is up to the guardians to do this! In addition, the failure to microchip and place a collar with an ID tag are a major contributing factor to lost dogs and cats never finding their way back home. Indoor-only cats and dogs that seldom go places are all at risk of escaping when a burglar breaks into a home or when a natural disaster strikes. The amount of dogs and cats that were displaced from their homes and unidentifiable during Hurricane Katrina is staggering. Thousands of these animals were transported to animal shelters and sanctuaries all across the country, making a reunion with the family who might be searching for them nearly impossible. Losing a pet is like cancer – most people don’t give it much thought and most never believe it will happen to them. If you haven’t done so already, make sure all of your animals have collars, ID tags, and microchips.



Rescuer Behaviors

The behaviors of people who find stray dogs differ from the behaviors of people who find lost cats. People who find stray dogs with skittish temperaments often misinterpret the dog’s behavior. They assume that the cowering, fearful dog was “abused” when in fact the dog has a xenophobic temperament and has been shy and fearful since it was a puppy, due to genetics and puppyhood experiences. For this reason, it is recommended that dogs with xenophobic temperaments should wear an additional tag on their collar that says, “I’M AFRAID, NOT ABUSED!” Dogs found in rural areas are often assumed to be “dumped” and homeless; many rescuers never think this could be a dog that was lost. Some people who find a stray dog that does not have a collar automatically assume it is “homeless” and therefore they immediately work to place the dog rather than attempt to find the dog’s owner. In addition, the first place where the owner of a lost dog will search for their dog – the local shelter – is typically the last place that someone who finds a loose dog will take it (due to the fear of euthanasia)!



When people find stray cats, they also misinterpret behaviors. When rescuers observe a cat with a xenophobic temperament they assume, based on the cowering and skittish behavior, that the cat is an untamed “feral.” For this reason, it is recommended that cats with xenophobic temperaments should wear an additional tag on their break-away collars that says, “I’M FEARFUL, NOT FERAL!” While it is true that feral, untamed cats that are unaccustomed to human contact will hiss, spit, twirl, lunge, and urinate when humanely trapped, this “wild animal” behavior is also common in cats who have xenophobic temperaments! We know this because we have talked to owners of lost xenophobic cats that had to be humanely trapped in order to be recovered; the owners verified that their cats exhibited wild behavior while in the humane trap. These behaviors are a reflection of a fearful TEMPERAMENT, not a lack of TAMENESS. Shelter and TNR workers should scan all “feral” cats for microchips and conduct research (check Classifieds, lost cat reports, etc.) to determine if the new “feral” is actually someone’s xenophobic pet cat that escaped outdoors, perhaps several weeks or months before it was found.



A Final Word

With the knowledge of these human and animal behaviors and new suggested methods on how to recover a lost pet, we can better guide guardians and increase the probability that they will bring the lost animal that they love back home.

my impression is that a good % of the heartworm cases were recent cases: the result of fending for themselves outside after the hurrican. It is possible to guage the length of time.

This is incorrect. It takes 6 months AFTER a dog is bitten by a mosquito carrying microfilaria for the microfilara to grow to adulthood. Only adult worms are detected by an occult HW test. So that means any Katrina dog that tests positive for HW, was already positive. There hasn't been enough time for it to be the result of being on their own after the hurricane.

This is true; but it does not prove the owner did anything wrong. HW preventative is not one hundred percent. A dog can still contract HW even when on opreventative. Plus, if a dog was rescued or adopted from a pound, it may have tested negative for the adult HW at that time, then gets put on preventative, but six months later, is tested again and there are adult HW.
The bottom line is that the presence of HW does not prove that an owner abused or was cruel to their pet.

THose self-appointed holier than thou messiah complexed demigogues who have deemd owners bad people and who have played judge, jury, executioner, and god, in refusing to return these pets to their rightful owners, whether based on a HW test or on the pets' presence "outside" of their home, simply are acting unlawfully and possibly even criminally and certainly contrary to principles of humanity and the reasons why the state ever let these rescuers into my state in the first instance.

Nearly every publicly funded animal control shelter in America kills animals (they call it euthanization), most of these homeless dogs and cats are gassed to death which means 10 minutes of agony, their lungs feel pain like a human lung feels pain. This killing is immoral, but it is worse being most shelters gas rather than inject. Most shelters will only keep pets for between 3-7 days before they kill them.
In many states they kill 3 out of 4 pets that are homeless in animal shelters. In Georgia 1 in 3 homeless pts are surrendered by pet owners, the other 2 out of 3 are lost pets. These shelters are murdering people's pets, healthy cats and dogs. Your pets are not safe. Microchips and collars can identify your pet and pets should have a microchip. But many shelters do not have microchip readers even if your pet has identification.

Adopt a cat or dog:
You can help pets by adoption, or fostering, or providing a temporary initial home for a few days, so that pet rescue people from other states can pull animals from kill shelters before they are moved to low kill areas. Help with transport to low kill areas and states, donate, or sponsor, volunteer at shelters so that pets get affection. Many pets are terrified and alone in animal control shelters, and for many of them in their last days they have a miserable end to their lives. Please tell people to always adopt from an animal control shelter or rescue group, and to spay and neuter their pets. Ten Commandments for Responsible Owners
1. My life is likely to last about 10 years. Any separation from you will be very painful.
2. Give me time to understand what you want of me.
3. Place your trust in me. It is crucial for my well being.

As long as there are homeless pets, with the amount of puppies and kittens a dog or cat can produce it is important for people to spay and neuter. There will still be enough pets. At the moment America kills 6 million companion animals every year.

HSUS has been working with us to asses the stray population left in and around the areas hardest hit by Hurricane Katrina. Professional trappers were brought in and have been working along the coastline of Harrison County.

They have done a wonderful job working with our local animal control officers and have been strong advocates with the citizens of our community promoting HSSM and the need for s/n. They have convinced more than a dozen pet owners to have their pets neutered and have even brought those pets to us for the surgery and then returned these pets to their owners after surgery.

We are still being able to transport out adoptable dogs and cats but our ability to place feral cats is extremely limited. We have put together the attached flyer and are asking anyone who has a barn or equivalent, to offer it as a safe haven where these wonderful creatures can live out their lives naturally. We are willing to transport these cats across the country so if you live outside our immediate area, please promote our cause and see how many barns you can commit in your area. We will be glad to get them transported to you.

Please partner with us to save these precious lives. Do what you can to help. Everyone deserves the chance to live and we want to do everything we can to give these guys the chance.

Vermilion Animal Aid deperately needs these supplies. This is a rural area and the dogs can be killed by coyotes if they are not in kennels. The animals are also not use to heavy traffic so they are getting killed by the dump trucks trying to remove the debris. It is also getting cold and was raining so the dogloos and blankets would be a godsend!

It is not a no kill shelter but you should support them as they have fought tooth and nail not to euthanize throughout this entire crisis even though they at one time had 3x the number of animals allowed, their shelter took 5 ft of water and was inoperable for 1.5 months, they lost most of their donor base and almost every employee working lost their house, and they got virtually no support until recently when found out how bad they had it and got Tara hooked up with Best Friends. Tara is touring the country pleading with shelters to come take animals from them so that they do not have the ever euthanize. She will glady run a no kill shelter if rescues will move out the 16,000 animals that come in per year.

The Katrina Dogs that were slated for possible euthanasia at the Santa Fe Humane Society are being given the chance to be transferred to shelters and private rescues around the country. The Santa Fe shelter made the decision to allow a limited amount of time to place these animals. Time is of the essence

If you are able to assist in the rescue efforts underway following is a list of needs -

List of needs:

(1) - Volunteers willing to contact reputable shelters who may be able to take in one or more of the Santa Fe dogs - individual placements are not a problem - wherever their welfare will be best served.

(2) - Volunteer drivers to drive dogs from Santa Fe to wherever they are placed (we have an preliminary commitment from a Minnesota shelter for 5-10 dogs so we are looking for drivers on the New Mexico - Minnesota route able to leave ASAP.

(3) Funds! - The Santa Fe shelter has no funds to contribute to the transfers and it is unlikely that the receiving shelters will have much to contribute - so the whole effort will be financed by donations donations will be taken through a non-profit agency tbd).

There is precious little time (days) so if you can help with any of the above please reply to:

I found this site a couple of days ago, and can't get it out of my mind. I just looked at some of the pics of Katrina pics. The ones with the warning on them. i can't describe how my heart aches for each and every one of those animals. i want to take every single one of them and hold them until they feel safe. I was shocked at how skinny some of the dogs were, and could still be alive. This may be a stupid question, but are there still animals there being taken to shelters to be hopefully treated and either find their owner or find a home? I'm just wondering how long some of those animals went without food?

Please contact me in regards to animals unaccounted for at MSRF and the non existent reunification at MSRF. I will try to help acquire records.

If you rescued during the disaster it was your DUTY to do reunification or at least make an attempt. Calls from previous guardians should have been returned. To ship animals across state lines that have been rescued by your org. without trying to re home is a cop out. You were expected to do the due diligence and find these animals way back home. If you did not do this you are no more than a non paid animal control officer. Animals died because of you. You will not be allowed to put animals in jeopardy again.
